DRAFT OF AN ETHICAL DECALOGUE FOR CHURCH REFORM ORGANIZATIONS

Regarding Finance:
1. No Catholic organization for Church Reform shall accept funding coming from non-Catholic institutions and shall refuse especially those funds coming from governments, corporations, other religious organizations or any external agent that are interested in the change of the Catholic Church.

2. All the Catholic organizations for Church Reform publicly shall declare the source of its funding when this comes from other institutions. The annual financial report of income and expense shall be made public through the Internet.

3. No Catholic organization for Church Reform shall use a fund for reform campaigns if this was originally destined for other projects. Special attention shall be paid not to use the funds destined for social and/or developmental projects.

4. Catholic organizations for Church Reform involved in other types of activities such as social, educational or development projects shall clearly differentiate the use of resources according to the objectives which will be made public in their reports.

Regarding the manner of organizing concerted work among Catholic organizations for Church Reform, organizations shall abstain from directly funding the representatives of other organizations that participate in the same work. The organizations shall make contribution equitably to cover common expenses with a previous agreement on the amount that each organization will contribute to the common fund for general expenses.
Regarding representation:
6. Catholic organizations for Church reform shall be committed to respect the sovereignty and free determination of other eclesial and social organizations. The organizations can name their spokespersons and decide how to fund the expense of their representation.

7. All the persons that represent a Catholic organization for Church Reform in a concerted work with other eclesial or other organizations shall be formally authorized to represent his/her organization by an endorsing letter.

8. In concerted work among Catholic organizations for Church Reform or with other entities, anyone that has paid job with any of these organizations shall not represent the interests of other organizations in the same platform of work.

9. In the platform of concerted work, Catholic organizations for Church Reform shall democratically designate the composition of its leadership or its coordinating team. They will be attentive so that no organization should not be over-represented or inadequately represented.

10. No Catholic organization for Church Reform should participate in any eclesial platform unless the minimum ethical code on finance and representation be previously established. This decalogue constitutes a document of such minimum agreement for Catholic organization for Church Reform.
